He was a recipient of the award in 1997. He is a Professor of Law at the University of Nairobi and former Dean of the Faculty of Law. He is currently an Assistant Minister of State in the Office of the President and Member of Parliament for Makueni constituency. He received the award for being one of the leading advocates for constitutional reform, leading a fearless campaign for constitutional change, rule of law and observance of human rights in Kenya. He is also one of the leading researchers and law lecturers in this area.
