Situation: Darfur, Sudan

Pre-Trial Chamber I of the International Criminal Court (ICC) issued two decisions informing the Security Council of the United Nations and the Assembly of States Parties to the Rome Statute about Omar Al Bashir’s visits to the Republic of Kenya and the Republic of Chad, “in order for them to take any measure they may deem appropriate”.

The Cost of a Constitution

A common argument being proffered against the proposed Constitution is that it will be more expensive to run and that the country cannot afford it. It is being said that the system of government being proposed will require the establishment of new administrative structures and employment of extra personnel.

Possibly the point to start in addressing this concern is by asking a question: How much should a good constitution cost? By what measure do we evaluate whether the draft constitution will be too expensive?

ICC Review Conference ends with political dishonesty on Crime of Aggression in Uganda

Kampala, Uganda played host to a historic gathering of state delegates, academics, civil society groups and victims for the first Review Conference of the ICC Rome Statute. This meeting was envisaged by the Rome Statute to be held 7 years after the Statute came into force. The Review Conference was meant to be a time of reflection and introspection on the effectiveness of the Court and provide a forum primarily for the determination, adoption and exercise of the crime of aggression.
